In December of 2003 the implementation of new and more stringent limits for discharging waste went into effect for all Waste Water Treatment facilities nationwide. These limits placed a greater burden on many facilities to upgrade and replace their current equipment in order to be compliant. As a result the number of facilities accepting waste decreased, but the quality of those accepting waste was greatly increased.
